anon - I can't comment on the writer's background since I don't know who it was, nor do I see how their ethnic background has any relevance. To answer your question though, being "not long for this world" usually means that the subject has reached the end of its life, and given that the TV is sitting outside with a couple bags of garbage, it's clear that it has reached the end of its useful life and is destined for a garbage dump.
